More filers can get identity-protection personal identification numbers under a voluntary IRS program to thwart identity tax theft and refund fraud. The IP PIN is a six-digit number assigned by the IRS to help verify a taxpayer's identity on individual returns filed either electronically or on paper. In the past, IP PINs were available only to e-filers in certain states. The IRS is now making it universal.
